Pay Per Click promoters make very small commissions when visitors click the advertisements on their page.

As I mentioned previously, CPA marketing requires a visitor to complete an action for the advertiser (YOU) to make a commission.  Offers can vary from submitting an e-mail address to purchasing a subscription or product.  Since the variety of offers is so expansive, the commissions range from $0.40-$300/action.  

When companies purchase advertising via PPC, they are essentially paying only for a visitor to visit their website.  On the other hand, when they advertise through CPA, they only have to pay their "publishers" when a sale is made.  This is why they are able to pay such high commissions.
